The first prize of 1,000 euros was awarded to Valjeta Kosumi and Visar Krasniqi, two journalists from Radio Television of Kosovo that produced a five-part series of documentaries titled Our Home, which addresses issues like global warming, air pollution, river pollution, deforestation and waste management.

The second prize of 800 euros was awarded to Besnik Boletini and Qëndrim Bunjaku from the Çohu NGO for their in-depth investigation into air pollution titled Air – A Mortal Threat. The story explores the main issues surrounding air pollution in Kosovo, identifying its main causes, and its effects on public health.

Last but not least, the third prize of 500 euros was awarded to Sanie Jusufi from KOHA for her three-part story Abuse of Water, which examines Kosovo’s water capacities, highlighting the lack of clean water and the severe problems with river pollution.

The awards were presented by the European Union Special Representative for Kosovo, Mr. Tomas Szunyog. During his speech, Mr. Szunyog emphasized the importance of the Europeanisation of Kosovo’s Environmental Agenda project, mainly because of its aim of encouraging “the proactive participation of Civil Society in Kosovo in policy and decision making, particularly on issues relating to energy efficiency, the environment and public health, thereby bringing Kosovo’s environmental policies closer to the EU acquis.”

Once the awards were presented, the winners of the competition held a panel discussion, during which they provided the audience with greater insight into their findings. The prizes were awarded as part of the Europeanisation of Kosovo’s Environmental Agenda project, which is funded by the European Union Office in Kosovo.

This ceremony was organized as part of Green Energy Days 2021, an event hosted as part of the Europeanization of Kosovo’s Environmental Agenda project, which is funded by the European Union Office in Kosovo. Green Energy Days took place from 28 June until 7 July, 2021.

Ekipi i projektit Evropianizimi i Agjendës Mjedisore të Kosovës mban ceremoninë e ndarjes së çmimeve për gazetarinë më të mirë mjedisore

Më 7 korrik, ekipi i projektit Europianizimi i Agjendës Mjedisore të Kosovës, i cili përbëhet nga ‘BIRN Kosova’, ‘CEE Bankwatch’, ‘Grupi ERA’ dhe ‘TV Mrezha’, mbajti një ceremoni të ndarjes së çmimeve për tri storjet më të mira gazetareske mbi efikasitetin e energjisë, mbrojtjen e mjedisit, ndryshimet klimatike dhe ndikimet e mjedisit në shëndetin publik të botuara mes marsit 2020 dhe shkurtit 2021.

Çmimi i parë prej 1,000 eurosh iu nda Valjeta Kosumit dhe Visar Krasniqit, dy gazetarë nga Radio Televizioni i Kosovës që kanë përgatitur një seri me pesë pjesë të dokumentarëve me titull ‘Shtëpia Jonë’, e cila adreson çështje si ngrohja globale, ndotja e ajrit, ndotja e lumenjve, shpyllëzimi dhe menaxhimi i mbeturinave.

Çmimi i dytë prej 800 eurosh iu nda Besnik Boletinit dhe Qëndrim Bunjakut nga OJQ-ja ‘Çohu’ për hulumtimin e tyre të thelluar mbi ndotjen e ajrit me titull ‘Ajri kërcënim për jetën’. Kjo storje eksploron çështjet kryesore që lidhen me ndotjen e ajrit në Kosovë, duke identifikuar shkaqet e saj kryesore dhe efektet e saj në shëndetin publik.

E fundit por jo më pak e rëndësishmja, çmimi i tretë prej 500 eurosh iu nda Sanie Jusufit nga ‘KOHA’ për storjen e saj me tri pjesë ‘Keqpërdorimi i Ujit’, e cila shqyrton kapacitetet ujore të Kosovës, duke theksuar mungesën e ujit të pastër dhe problemet e mëdha me ndotjen e lumenjve.

Çmimet u ndanë nga Përfaqësuesi Special i Bashkimit Evropian për Kosovën, Z. Tomas Szunyog. Gjatë fjalës së tij, Z. Szunyog theksoi rëndësinë projektit ‘Evropianizimi i Agjendës Mjedisore të Kosovës’, kryesisht për shkak të qëllimit të tij për të inkurajuar “pjesëmarrjen proaktive të Shoqërisë Civile në Kosovë në krijimin e politikave dhe vendimmarrje, veçanërisht për çështjet që lidhen me efiçencën e energjisë, mjedisin dhe shëndetin publik, duke sjellë politikat mjedisore të Kosovës më afër legjislacionit të BE-së”.

Pas ndarjes së çmimeve, fituesit e konkursit zhvilluan një diskutim në panel, gjatë të cilit ata i ofruan audiencës informata më të hollësishme lidhur me gjetjet e tyre. Çmimet u ndanë si pjesë e projektit ‘Evropianizimi i Agjendës Mjedisore të Kosovës’, i cili financohet nga Zyra e Bashkimit Evropian në Kosovë.

Kjo ceremoni u organizua si pjesë e aktivitetit “Ditët e Energjisë së Gjelbër 2021”, aktivitet brenda projektit të financuar nga Zyra e Bashkimit Evropian në Kosovë, “Evropianizimi i Agjendës Mjedisore të Kosovës”. Aktiviteti “Ditët e Energjisë së Gjelbër 2021” filloi më 28 qershor dhe u përmbyll më 7 korrik 2021.

Tim na projektu Evropeizacija kosovske agende za zaštitu životnu sredinu, koji čine BIRN Kosovo, CEE Bankwatch, ERA Group  i TV Mreža održao je svečanost uručivanja nagrada za tri najbolje novinarske priče o energetskoj efikasnosti, zaštiti životne sredine, klimatskim promenama i uticajima životne sredine na javno zdravlje, objavljene između marta 2020. i februara 2021.

Prva nagrada od 1.000 evra dodeljena je Valjeti Kosumi i Visaru Krasnićiju, dvoma novinarima Radio-televizije Kosova koji su proizveli petodelnu seriju dokumentarnih filmova pod nazivom „Naš dom“, koji se bave pitanjima poput globalnog zagrevanja, zagađenja vazduha, zagađenja reka, seče šuma i upravljanja otpadom.

Drugu nagradu od 800 evra dobili su Besnik Boljetini i Ćendrim Bunjaku iz nevladine organizacije    „Çohu “za njihovo detaljno istraživanje zagađenja vazduha pod nazivom Vazduh – pretnja po život. Priča istražuje glavna pitanja vezana za zagađenje vazduha na Kosovu, identifikujući njihove glavne uzroke i posledice po javno zdravlje.

Na kraju, ali ne najmanje važno, treća nagrada od 500 evra dodeljena je Sanie Jusufi iz KOHE za njenu trodelnu priču pod nazivom „Zloupotreba vode“, koja ispituje vodne kapacitete Kosova, ističući nedostatak čiste vode i ozbiljne probleme sa zagađenjem reka.

Nagrade je uručio specijalni predstavnik Evropske unije za Kosovo, g. Tomas Szunyog. Tokom svog govora, g. Szunyog je naglasio važnost projekta Evropeizacija kosovske agende za zaštitu životne sredine, uglavnom zbog njegovog cilja da podstakne „proaktivno učešće građanskog društva na Kosovu u praktičnoj politici i donošenju odluka, posebno o pitanjima koja se odnose na energetsku efikasnost, životnu sredinu i javno zdravlje, približavajući time kosovske praktične politike za zaštitu životne sredine pravnim tekovinama EU “.

Nakon što su uručene nagrade, pobednici konkursa održali su panel diskusiju tokom koje su publici pružili bolji uvid u svoja otkrića. Ove nagrade su dodeljene u okviru projekta Evropeizacija kosovske agende za zaštitu životne sredine koji finansira Kancelarija Evropske unije na Kosovu.

Ova ceremonija organizovana je kao deo „Dana zelene energije 2021”, pod okriljem projekta „Evropeizacija kosovske agende za zaštitu životne sredine“. „Dani zelene energije 2021“ započeli su 28. juna i trajali do 7. jula 2021.

 

The bike tour took place in the city of Peja and featured 15 participants. It started at Haxhi Zeka Mill, from where the cyclists set off on a tour across the city of Peja with the final destination the Peja municipal building, where the cyclists submitted a request to build and maintain cycling trails.

As well as filing this request, the tour also aimed to promote eco-friendly transportation that enhances air quality and the well-being of Kosovo citizens. Throughout the activity, the Kosovo Police ensured the cyclists’ safety by regulating traffic.

The bike tour lasted 40 minutes, by the end of which the participants were hopeful that municipal officials would address their request to build and maintain cycling trails and that they had raised awareness about pursuing an eco-friendly lifestyle.

Turneu me Biçikleta në Pejë si Aktivitet Vetëdijesimi për Ajrin e Pastër dhe Mirëmbajtjen e Shtigjeve të Çiklizmit

Më 6 korrik, Grupi ERA, në partneritet me BIRN Kosova, CEE Bankwatch dhe TV Mreza, organizoi Turneun me Biçikleta të Veprimit Kolektiv Rinor.

Turneu u mbajt si pjesë e Ditëve të Energjisë së Gjelbër 2021 që kanë filluar nga 28 qershori dhe ka zgjatur deri më 7 korrik 2021.

Turneu me biçikleta u zhvillua në qytetin e Pejës dhe morën pjesë 15 pjesëmarrës. Ai filloi nga Mulliri i Haxhi Zekës, nga ku çiklistët u nisën për një turne nëpër qytetin e Pejës me destinacionin përfundimtar ndërtesën komunale të Pejës, ku çiklistët paraqitën një kërkesë për ndërtimin dhe mirëmbajtjen e shtigjeve të çiklizmit.

Përveç paraqitjes së kësaj kërkese, turneu gjithashtu synoi të promovojë transportin eko-miqësor që rrit cilësinë e ajrit dhe mirëqenien e qytetarëve të Kosovës. Gjatë gjithë këtij aktiviteti, Policia e Kosovës ofroi sigurinë e çiklistëve duke rregulluar trafikun.

Turneu me biçikleta zgjati 40 minuta, në fund të të cilit pjesëmarrësit shfaqën shpresën që zyrtarët komunalë do të trajtonin kërkesën e tyre për të ndërtuar dhe mirëmbajtur shtigje çiklizmi dhe se ata kishin rritur ndërgjegjësimin për ndjekjen e një stili eko-miqësor të jetës.

Ky aktivitet u organizua si pjesë e Ditëve të Energjisë së Gjelbër 2021, ngjarje kjo e organizuar si pjesë e projektit të Evropianizimit të Agjendës Mjedisore të Kosovës që financohet nga Zyra e Bashkimit Evropian në Kosovë.

Kolektivna akcija mladih na Danima zelene energije 2021.

ERA grupa, u partnerstvu sa BIRN Kosovo, CEE Bankwatch  i TV Mreža održala je 6. jula, Omladinsku kolektivnu biciklističku vožnju koja je organizovana u okviru Dani zelene energije 2021.

Biciklistička vožnja održana je u gradu Peći i na njoj je učestvovalo 15 učesnika. Počela je kod  Hadži Zekinog mlina, odakle su biciklisti krenuli u obilazak grada Peći sa krajnjim odredištem do zgrade Opštine Peć, gde su biciklisti podneli zahtev za izgradnju i održavanje biciklističkih staza.

Pored podnošenja ovog zahteva, obilazak je imao za cilj i promovisanje ekološkog prevoza koji poboljšava kvalitet vazduha i dobrobit građana Kosova. Tokom cele aktivnosti, Policija Kosova je obezbeđivala bezbednost biciklista regulisanjem saobraćaja.

Biciklistička vožnja trajala je 40 minuta, na kraju koje su se učesnici nadali da će opštinski službenici uzeti u razmatranje  njihov zahtev za izgradnju i održavanje biciklističkih staza i da su podigli svest o vođenju ekološkog načina života.

Ova aktivnost je organizovana u okviru Dani zelene energije 2021, događaja koji je domaćin u okviru projekta Evropeizacije kosovske agende za zaštitu životnu sredine koji finansira Kancelarija Evropske unije na Kosovu. Dani zelene energije održavali su se od 28. juna do 7. jula 2021.

 

The roundtable discussion brought together Kreshnik Gashi, Editor in Chief at KALLXO.com, Mensur Hoti, the Director of the Department for Public Safety at the Ministry of Internal Affairs, and representatives of media outlets from across Kosovo.

It focused on the problems that have arisen when reporting on violent extremism and terrorism in Kosovo, including the importance of ethical reporting, media outlets’ hesitation to report on these matters, and how to fight narratives in the battle against violent extremism and terrorism and raise public awareness instead of spreading fear, hatred and stigmatisation.

The discussion also touched on the rehabilitation and reintegration process of returnees to Kosovo from the conflict zones in Syria and Iraq, which has been implemented by the Department for Public Safety at the Ministry of Internal Affairs.

Representatives from media outlets in Kosovo were also given the opportunity to address obstacles they have faced while reporting on violent extremism and terrorism situations and come up with solutions that will help accurately inform public opinion.

The discussion was organised as part of the “Resilient Community Program”, a project that is funded by the Global Community Engagement and Resilience Fund.

 

The conference was supported by the European Union Office in Kosovo and organised by BIRN Kosovo, CEE Bankwatch, the ERA Group, and TV Mreza as part of the Europeanisation of Kosovo’s Environmental Agenda project. The conference was part of Green Energy Days 2021, which is being held from June 28 until July 7.

The first panel discussion outlined the goals of the European Green Deal, which Kosovo must pursue in order to ensure energy efficiency as well as improve the local economy and public health. The discussion also touched on renewable energy issues in Kosovo, including analysis of existing policies and presentations of successful examples that Kosovo should follow so as to achieve compliance with the European Green Deal, thereby aiding European integration.

Sitting on the first panel to discuss this topic were: Viola Von Cramon-Taubadel – Member of European Parliament sitting with the Green parliamentary group, Haki Abazi – Kosovo MP and a member of the “Green Group” at the Kosovo Assembly, Visar Kelmendi – CEO of Green Energy Technologies, Linda Çavderbasha – Kosovo’s Deputy Minister of Environment and Flutra Zymi – Executive Director of the Active Citizens NGO and an environmentalist activist.

The second panel focused on three key Sustainable Development Goals: Public health and the well-being of the population, clean and affordable energy, and sustainable cities and communities. The panel outlined the strong link between the set goals for sustainable development, the progress that Kosovo has made so far and the steps that Kosovo needs to take to achieve these goals so as to ensure clean energy and a healthy population.

Members of the second panel were: Viktor Berishaj – Energy Policy Coordinator for South East Europe at Climate Action Network Europe, Shend Boshnjaku – CEO at Green Energy Kosovo and (environmental) CSO Representative, Lulzim Syla – CEO of Elen, Albena Reshitaj – MP and Member of the Parliamentary Committee on Agriculture, Forestry, Rural Development, Environment, Spatial Planning and Infrastructure, and Hana Xhemajli – a health policy researcher.

The conference also included the input of participants to the discussion during both panels, which made for interactive and diverse discussions on the chosen topics.

Të hënën më 5 korrik, ekipi i projektit Europianizimi i Agjendës Mjedisore të Kosovës ka mbajtur konferencën me dy panele diskutimi mbi Marrëveshjen e Gjelbër Evropiane dhe Qëllimet e Zhvillimit të Qëndrueshëm.

Konferenca u mbështet nga Zyra e Bashkimit Evropian në Kosovë dhe u organizua nga  BIRN Kosova, CEE Bankwatch, ERA Group dhe TV Mreza. Konferenca ishte pjesë e Ditëve të Energjisë së Gjelbër 2021, që ka filluar prej datës 28 qershor dhe do të zgjasin deri më 7 korrik.

Diskutimi në panelin e parë u përqendrua në qëllimet e Marrëveshjes së Gjelbër Evropiane, të cilat Kosova duhet t’i ndjekë drejt efiçencës së energjisë, si dhe përmirësimit të ekonomisë lokale dhe shëndetit publik. Në diskutim u fol edhe për energjinë e ripërtëritshme në Kosovë, përfshirë analizën e politikave ekzistuese dhe shembujt e suksesshëm që Kosova duhet t’i aplikojë drejt përputhjes me Marrëveshjen e Gjelbër Evropiane, kësisoj duke ndihmuar integrimin evropian.

Të ulur në panelin e parë për të diskutuar për këtë temë ishin: Viola Von Cramon-Taubadel – deputete e Parlamentit Evropian, pjesë e Grupit parlamentar të të Gjelbërve, Haki Abazi – deputet dhe anëtar i “Grupit të Gjelbër” në Kuvendin e Kosovës, Visar Kelmendi – drejtor ekzekutiv i Green Energy Technologies, Linda Çavdërbasha – zëvendësministre e Mjedisit e Kosovës dhe Flutra Zymi – drejtore ekzekutive e OJQ-së Qytetarë Aktivë dhe aktiviste mjedisore.

Paneli i dytë u përqendrua në tri qëllimet kryesore të zhvillimit të qëndrueshëm: shëndeti publik dhe mirëqenia e popullatës, energjia e pastër dhe financiarisht e përballueshme, si dhe qytete dhe komunitete të qëndrueshme. Paneli diskutoi mbi lidhjen e fortë ndërmjet qëllimeve të caktuara drejt zhvillimit të qëndrueshëm, progresit që Kosova e ka bërë deri më tash dhe hapat që Kosova duhet t’i ndërmarrë për t’i arritur këto qëllime dhe që rrjedhimisht të sigurojë energji të pastër dhe të ketë popullatë të shëndetshme.

Anëtarë të panelit të dytë ishin: Viktor Berishaj – koordinator i Politikave të Energjisë për Evropën Juglindore në Rrjetin e Veprimit Klimatik (CAN) në Evropë, Shend Boshnjaku – drejtor ekzekutiv në Green Energy Kosova dhe përfaqësues i OShC-së (çështjet mjedisore), Lulzim Syla – drejtor ekzekutiv i Elen, Albena Reshitaj – deputete dhe anëtare e Komisionit Parlamentar për Bujqësi, Pylltari, Zhvillim Rural, Mjedis, Planifikim Hapësinor dhe Infrastrukturë dhe Hana Xhemajli – hulumtuese e politikave shëndetësore.

Në konference u përfshi edhe kontributi i pjesëmarrësve në diskutim gjatë të dy paneleve, me diskutime interaktive dhe të larmishme për temat e zgjedhura.

U ponedeljak, 5. jula tim na projektu Evropeizacija kosovske agende za zaštitu životne sredine održao je konferenciju u dva panela na temu Evropski zeleni dogovor i ciljevi održivog razvoja.

Konferencija je omogućena podrškom Kancelarije Evropske unije na Kosovu a organizovali su je BIRN Kosovo, CEE Bankwatch, ERA Group i TV Mreža, kao deo projekta Evropeizacija kosovske agende za zaštitu životne sredine. Konferencija je bila deo Dana zelene energije 2021, koji su počeli 28. juna i trajaće do 7. jula.

Učesnici prvog panela su se osvrnuli na ciljeve Evropskog zelenog dogovora, koji Kosovo mora da sledi kako bi obezbedilo energetsku efikasnost, i kako bi poboljšalo lokalnu privredu i javno zdravlje. Na konferenciji se takođe govorilo o obnovljivim izvorima energije na Kosovu, uključujući analizu postojećih politika i predstavljanje uspešnih primera koje bi Kosovo trebalo da sledi, u skladu sa Evropskim zelenim dogovorom, potpomažući tim putem evropske integracije.

Da bi porazgovarali o ovoj temi, u prvom panelu su učestvovali: Viola Von Cramon-Taubadel – poslanica Evropskog parlamenta i članica poslaničkog kluba zelenih, Haki Abazi – kosovski poslanik i član „Grupe zelenih” u Skupštini Kosova, Visar Keljmendi –izvršni direktor Green Energy Technologies, Ljinda Čavderbaša – zamenica ministra životne sredine Kosova i Fljutra Zumi – izvršna direktorka NVO-a Aktivni građani i aktivistkinja za zaštitu životne sredine.

Diskusija u drugom panelu se usredsredila na tri ključna cilja održivog razvoja: Javno zdravlje i blagostanje stanovništva, čista i finansijski pristupačna energija i održivi gradovi i zajednice. U panelu je istaknuta snažna povezanost između postavljenih ciljeva održivog razvoja, napretka koji je Kosovo do sada postiglo i koraka koje Kosovo treba da preduzme ka postizanju ovih ciljeva i, shodno tome, ka obezbeđivanju čiste energije i zdravog stanovništva.

Članovi drugog panela bili su: Viktor Berišaj – koordinator energetske politike za jugoistočnu Evropu u Evropskoj mreži za klimatsku akciju, Šend Bošnjaku – izvršni direktor Green Energy Kosovo i predstavnici (ambijentalističkih) organizacija civilnog društva, Ljuljzim Sulja – izvršni direktor organizacije Elen, Aljbena Rešitaj – poslanica i članica skupštinskog odbora za poljoprivredu, šumarstvo, ruralni razvoj, životnu sredinu, prostorno planiranje i infrastrukturu i  Hana Džemajlji – istraživač zdravstvenih politika.

Diskusiji na konferenciji u oba panela su doprineli i učesnici, što je omogućilo interaktivnu i raznoliku diskusiju o izabranim temama.

The conference was held online via the Zoom platform from 9:30-11:30 and was broadcast live on BIRN Kosovo’s social media platforms.

This online conference brought together representatives from some of the region’s most engaged and well-known civil society organizations, along with journalists and environmental activists working in the fields of environmental protection, renewable energy, and environmental sustainability in the Western Balkans.

Panelists and participants exchanged best practices, shared their experiences, learned from one another, and explored future opportunities for environmental collaboration.

The conference was moderated by Pippa Gallop, Energy Advisor on the Western Balkans for CEE Bankwatch, while panelists included: Flutra Zymi, Executive Director of the Active Citizens NGO and an environmental activist from Kosovo, Dina Djordjevic, an investigative journalist from the Center for Journalism Research in Serbia (CINS), Besjana Guri, Communications Officer from EcoAlbania, and Natasa Kovacevic, Executive Director of the Green Home NGO in Montenegro.

The panelists discussed both success stories and cases of environmental damage in the region. They also discussed both excellent and poor techniques for combating environmental degradation, as well as the process of advocating for a cleaner environment in the Western Balkans.

At the conclusion of the discussion, participants had the opportunity to ask questions and discuss the themes of the conference with the panelists, which made for a great wrap up to this very informative event.

Ekipi, ‘Evropianizimi i Agjendës Mjedisore të Kosovës’, mban konferencën rajonale “Sfidat mjedisore dhe shkëmbimi i praktikave mjedisore në vendet e Ballkanit Perëndimor”

Ekipi, ‘Evropianizimi i Agjendës Mjedisore të Kosovës’, mbajti konferencën mbi sfidat mjedisore në Ballkanin Perëndimor me synim shkëmbimin e praktikave mjedisore ndërmjet folësve të ftuar dhe pjesëmarrësve nga rajonI.

Konferenca u mbajt online përmes platformës ‘Zoom’ prej orës 9:30 deri në orën 11:30, të premten, më 2 korrik 2021 dhe u transmetua drejtpërdrejt në platformat e mediave sociale të ‘BIRN Kosova’.

Kjo konferencë online tuboi përfaqësuesit nga disa prej organizatave më të angazhuara dhe më të njohura të shoqërisë civile në rajon, së bashku me gazetarë dhe aktivistë mjedisorë nga Ballkani Perëndimor që punojnë në fushat e mbrojtjes së mjedisit, të burimeve të ripërtëritshme dhe të mjedisit të qëndrueshëm. Panelistët dhe pjesëmarrësit shkëmbyen praktikat më të mira, ndanë përvojat e tyre, e sigurisht mësuan nga njëri-tjetri dhe hulumtuan mundësitë e ardhshme për bashkëpunim në lëmin mjedisor.

Konferenca u moderua nga Pippa Gallop – këshilltare për energji në Ballkanin Perëndimor nga “CEE Bankwatch”, ndërsa panelistët e kësaj konference. ishin Flutra Zymi – drejtore ekzekutive e OJQ-së “Qytetarë Aktiv” dhe aktiviste mjedisore nga Kosova, Dina Djordjevic – gazetare hulumtuese nga Qendra për Hulumtime të Gazetarisë në Serbi (CINS), Besjana Guri – zyrtare për komunikim nga “EcoAlbania” dhe Natasa Kovaçeviq – drejtore ekzekutive e OJQ-së “Shtëpia e Gjelbër” në Malin e Zi.

Panelistët e ftuar diskutuan si për historitë e suksesit, ashtu edhe për rastet e dëmtimeve të mjedisit në rajon. Ato diskutuan edhe për teknikat e shkëlqyera dhe ato të dobëta në luftimin e degradimit të mjedisit dhe për procesin e avokimit për një mjedis më të pastër në Ballkanin Perëndimor. Në fund, pjesëmarrësit patën mundësinë të shtronin pyetje dhe të diskutonin me panelistët mbi temat që u trajtuan në konferencë, gjë që doli me një përmbyllje të shkëlqyeshme të kësaj ngjarjeje shumë informuese.

Kjo konferencë u organizua si pjesë e Ditët e Energjisë së Gjelbër 2021, ngjarje kjo që u organizua si pjesë e projektit të Evropianizimit të Agjendës Mjedisore të Kosovës, i financuar nga Zyra e Bashkimit Evropian në Kosovë. Ditët e Energjisë së Gjelbër do të mbahen deri më 7 korrik 2021.

Tim za Evropeizaciju kosovske agende za zaštitu životne sredine održao regionalnu konferenciju „Izazovi u zaštiti  životne sredine i razmena praksi u zaštiti životne sredine u zemljama zapadnog Balkana“

Tim za Evropeizaciju kosovske agende za zaštitu životnu sredinu održao je konferenciju o izazovima u zaštiti životne sredine na Zapadnom Balkanu sa ciljem da gostujući govornici i učesnici ovog regiona podele međusobno prakse u zaštiti životne sredine.

Konferencija je održana onlajn putem Zoom  platforme od 9.30 do 11. 30 u petak, 2. jula 2021, i direktno je emitovana na BIRN kosovskim platformama društvenih medija.

Ova onlajn konferencija okupila je predstavnike nekih od najangažovanijih i najpoznatijih organizacija građanskog društva, zajedno sa novinarima i ekološkim aktivistima sa Zapadnog Balkana koji rade u oblastima zaštite životne sredine, obnovljivih izvora i ekološke održivosti. Panelisti i učesnici su razmenili najbolje prakse, podelili svoja iskustva, sigurno su naučili jedni od drugih i istražili buduće mogućnosti za saradnju u zaštiti životne sredine.

Konferencijom je moderirala Pippa Gallop – energetska savetnica za Zapadni Balkan iz „CEE Bankvatch“, dok su panelisti ove konferencije bili Zymi – izvršni direktor NVO „Aktivni građani“ i aktivista za zaštitu životne sredine sa Kosova, Dina Đorđević – istraživačka novinarka iz Centra za istraživačko novinarstvo Srbije (CINS), Besjana Guri – službenica za komunikacije iz „EcoAlbania“ i Nataša Kovačević – izvršna direktorka NVO „Zelena kuća“ u Crnoj Gori.

Pozvani panelisti su razgovarali o pričama o uspehu i slučajevima štete po životnu sredinu u regionu. Takođe su razgovarali o odličnim i lošim tehnikama borbe protiv degradacije životne sredine i procesu zalaganja za čistiju životnu sredinu na Zapadnom Balkanu. Na kraju, učesnici su imali priliku da postavljaju pitanja i razgovaraju sa panelistima o temama o kojima se govorilo na konferenciji, što je stvorilo sjajan završetak ovog vrlo informativnog događaja.

Ova konferencija je organizovana u okviru Dana zelene energije 2021, događaja koji je domaćin u okviru projekta Evropeizacija kosovske agende za zaštitu životne sredine koji finansira Kancelarija Evropske unije na Kosovu. Dani zelene energije održavaće se do 7. jula 2021.

 

 

The analysis finds that Kosovo met its overall renewable energy target for 2020, but also outlines that very limited progress has been made in meeting its renewable energy targets in transport. It also criticises Kosovo’s plans to rely on small hydropower plants in its efforts to increase the share of renewable energy in its electricity sector. According to the analysis, these sectors have failed to generate significant amounts of electricity (just 2.3 percent in 2019).

“Despite revising its National Renewable Energy Action Plan in 2018, Kosovo did not manage to build as much solar, wind or small hydropower capacity as originally planned, and as of 2019 had reached a share of only 5.15 percent of renewable electricity – lower than any other Energy Community country except Moldova,” the analysis states.

The position paper also finds that the period between Kosovo setting its renewable energy target in 2012 and 2020 was characterized by renewable energy being constantly sidelined by plans for the Kosova e Re coal-fired power plant. Wind and solar capacities have started to take off only in the last three or four years.

With this report, the project team has provided recommendations to the Kosovo Government, the European Commission, the IFC and the EBRD, Kosovo Civil Society Organisations and the Energy Community Secretariat.

Future targets

In December 2018, a new Renewable Energy Directive entered into force in the EU, which continued to employ the definition of renewable energy set in 2009. It defines ‘energy from renewable sources’ as “energy from renewable non-fossil sources, namely wind, solar, aerothermal, geothermal, hydrothermal and ocean energy, hydropower, biomass, landfill gas, sewage treatment plant gas and biogases.”

The Directive contains an overall renewable energy target of 32 per cent of gross final energy consumption by 2030. EU Member States are required to set national contributions so as to collectively meet the binding overall Union target as part of documents called integrated national energy and climate plans (NECPs), and the position paper identifies that it is EU Governance Regulation that sets out the requirements for these plans.

NECPs are designed to bring together greenhouse gas emissions reductions targets, renewable energy targets and energy efficiency targets, and are to be drawn up for ten-year periods, with the first NECPs covering 2021-2030. This means that there is no longer an obligation to produce separate National Renewable Energy Action Plans.

However, the European Commission has now proposed to raise the EU’s greenhouse gas reduction target to 55 per cent compared to 1990 levels, up from the current target of 40 percent. To reach such a target, the 2030 renewable energy target will have to be raised as well. No drafts are publicly available yet but media reports suggest the Commission will propose a target share of 38-40 percent of renewable energy by 2030.

The project team has found that discussions within the Energy Community are currently underway to decide on 2030 targets. A study carried out by the E3M consortium is ongoing as of May 2021 and is expected to provide a baseline scenario as well as a methodology for target setting, to be presented in July 2021 at an informal meeting of the Energy Community’s Ministerial Council.

The development of 2030 targets and NECPs are a necessary step to make sure the transition away from fossil fuels and towards an energy-efficient, renewables-based society continues. However, as with the 2020 targets, there is still a danger that hydropower and other unsustainable renewable technologies will benefit.

This position paper was published as part of Green Energy Days 2021, an event hosted as part of the Europeanization of Kosovo’s Environmental Agenda project, which is funded by the European Union Office in Kosovo. Green Energy Days will take place until 7 July, 2021
