BIRN Kosovo Assists Development of Online Learning Project

KALLXO.com, a website ran by BIRN Kosovo and Internews Kosova, has provided assistance to the Ministry of Education, Science, Technology in developing an online learning platform which will be used for students who are not currently attending schools due to the risk of the COVID-19 virus.

The learning materials will soon be made accessible to students across the country, including those that do not have internet access.

The ministry said that it received significant support from many media and educational organisations that have provided infrastructural capacities and professional expertise to support the implementation of the initiative.

The ministry added that it is communicating with internet service providers so that families with children who do not have access to the internet can be provided with free online services to enable them to participate in distance learning.

The ministry also provided clarification regarding private schools, which are entitled to provide their own digital educational services, taking into account that teaching must be conducted in accordance with the state-approved curriculum.

BIRN Kosovo Continues Media Training for Auditors

BIRN Kosovo held its second and third media communication training sessions with the staff of the National Audit Office in Pristina on March 12 and March 13, as part of a project aimed at increasing transparency and accountability over the management of public funds.

Supported by the embassy of the Kingdom of the Netherlands in Pristina, the training courses are intended to improve the performance of the Auditor General and National Audit Office staff in reporting and providing information on public spending.

During the training, the executive director of Internews Kosova and the producer and director of the ‘Life in Kosovo’ TV show, Faik Ispahiu, gave insights into how to organise a public presentation, including arranging the space, assigning tasks, preparing speeches, and creating a presentation plan.

The training was followed by a technical exercise showing how to use a prompter during public appearances.

BIRN Kosovo will provide the National Audit Office staff with one more training session, aimed at improving the performance of the Auditor General and National Audit Office staff during public appearances, as well as on social media.

BIRN Kosovo Holds Energy, Environment, Climate Change Competition

BIRN Kosovo, in partnership with TV Mreza, the ERA Group and Bankwatch, has announcing a competition for the three best journalistic stories on the topics of energy efficiency, environmental protection, climate change and environmental impacts on human health.

The stories can be television reports or print or online publications.

The competition is part of the Europeanisation of Kosovo’s Environmental Agenda project, which is supported by the European Union Office in Kosovo. The author of the story awarded first place will receive 1,000 euros, with 800 euros for second place and 500 euros for third place.

A professional jury composed of editors, journalists and practitioners will evaluate the stories based on a series of criteria including the importance of each story and its impact on society.

The jury will also evaluate the comprehensiveness, required resources, and quality of research involved, and look at whether the stories addressed issues that have so far been overlooked in the areas of energy efficiency, environmental protection, climate change and environmental health impacts.

The jury will further examine the level of inclusion of marginalised communities and groups in stories, and ask if there was a thorough representation of current circumstances in Kosovo in relation to energy efficiency, environmental protection, climate change and environmental health impacts.

It will also take into account the quality of photographs and illustrations used in the case of online and newspaper stories, and the quality of images and creativity employed in the case of TV and web TV stories.

Eligible stories for the competition must have been published through media that are members of the Kosovo Press Council or the Independent Media Commission. Stories published by Kosovo media that are members of the Kosovo Press Council will be prioritised.

Applicants are encouraged to submit, together with their story, a brief description of the story and the impact that the story had upon publication.

The stories must have been published between February 1, 2019 and February 29, 2020.

Applications will be accepted until 23:59 on March 31, at the following via the email address [email protected].

Incomplete applications or applications sent after the deadline will not be considered.

All questions about the awards must be sent to the same email address by 23:59 on March 15.


BIRN Kosovo raspisuje konkurs za najbolje tri priče u oblasti energetske efikasnosti, okoline i klimatiskih promena

Balkanska istraživačka mreža, BIRN Kosovo, u partnerstvu sa TV Mreža, ERA grupom i Bankwatch-om raspisuje konkurs za tri najbolje novinarske priče objavljene na televiziji, u štampi i na internetu na temu energetske efikasnosti, zaštite životne sredine, klimatskih promena i uticaja životne sredine na zdravlje ljudi.

Ova nagrada se dodeljuje u sklopu projekta „Evropeizacija Kosovske agende za zaštitu životne sredine“, koji podržava Kancelarija Evropske unije na Kosovu.

Prva priča biće nagrađena sa 1,000 evra, druga priča sa 800 evra a treća sa 500 evra.

Stručni žiri sastavljen od urednika/novinara i stručnjaka iz ovih oblasti proceniće priče na osnovu:

  • značaja priče i uticaja koji je ostvarila u društvu;
  • kompleksnosti, potrebnih resursa i kvaliteta istraživanja;
  • bavljenja do sada neobrađenim temama u oblasti energetske efikasnosti, zaštite životne sredine, klimatskih promena i uticaja životne sredine na zdravlje ljudi;

  • dubokog oslikavanja aktuelnih okolnosti na Kosovu, u vezi sa oblastima energetske efikasnosti, zaštite životne sredine, klimatskih promena i uticaja životne sredine na zdravlje ljudi;
  • kvalitet upotrebljenih fotografija i ilustracija takođe će se ocenjivati u pričama objavljenim na internetu i u novinama;
  • u TV ili internet TV pričama takođe će se oceniti kvalitet slike i kreativnost u realizaciji priče.

Autori svih objevljenih priča u kososvkim medija, dok prednost imaju mediji koji su članovi Saveta štampe Kosova i Nezavisne komisije za medije.

Konkurenti se podstiču da uz priče dostave i kratak opis situacije pre njenog nastanka i uticaj koji je ista imala nakon objavljivanja.

BIRN Kosovo Gives Students Media Training in Gnjilane/Gjilan

Twenty-five students from the municipality of Gnjilane/Gjilan took part in a training session organised by BIRN Kosovo on February 26.

The session, which was held at Kadri Zeka University in Gnjilane/Gjilan, focused on reporting techniques, media law and the prevention of extremism through the media.

The course was divided into two sessions. The first was held by Labinot Leposhtica, the legal office coordinator at BIRN Kosovo, while the second was overseen by Kreshnik Gashi, anchor of the ‘Justice in Kosovo’ television programme.

Leposhtica explained Kosovo’s media code of ethics and legislation governing the media, and outlined the importance of informing the reader promptly and correctly, following international media standards, and preventing the incitement of discrimination and intolerance.

He also spoke about the need to promote diversity and keep the media transparent, as well as the importance of only reporting once the facts are confirmed and clearly distinguishing between news and op-eds.

Gashi meanwhile explained the process of radicalisation through social media. He also outlined the importance of monitoring debates on social media, and explained methods of reporting on cases of violent extremism.

According to Gashi, to prevent radicalisation through social media, a debate around extremist ideologies should be fostered that provides a counter-narrative to extremism. However, the debate should not, under any circumstances, contain unreliable or false news which misinform the public, he added.

The training session was organised as part of the ‘Consortium: For a Sustainable Community’ project, which is funded by the Global Community Engagement and Resilience Fund, GCERF.

Arita completed her Bachelor’s degree in Public Policy and Management with a sub-branch in International Relations at Rochester Institute of Technology (RIT Kosovo).

She has worked for RIT Kosovo’s Library and Administration Departments, as well as in the marketing industry for ISO Standards certification companies. She is currently pursuing a Master’s degree in Management at Universum College.

BIRN Kosovo Trains Media in Fact-Checking in Gjakova/Djakovica

BIRN Kosovo gave a training course for local media in Gjakova/Djakovica and the surrounding area on January 27, focusing on fact-checking standards in journalism.

During the first part of the training, media representatives looked into the importance of facts in research, learning how to employ BIRN’s own fact-checking tool, the ‘Krypometer’ (‘Truth-o-Meter’).

The second section of the seminar continued with training related to ethics in journalism, truthful reporting, privacy, copyright, and resource protection.

During the third section, participants had the opportunity to gain insight into reporting based on whistleblowing, journalistic security, research based on International Fact-Checking Network standards and in-depth research for television.

The training was led by Visar Prebreza, editor at BIRN Kosovo and Labinot Leposhtica, the head of BIRN’s Legal Office.

Local journalists, media correspondents and court monitors working in the municipalities of Gjakova, Istog, Malisheva and Rahovec participated in the training.

The course was organised by the ‘Civil Society Program for Albania and Kosovo’, funded by the Norwegian Ministry of Foreign Affairs and managed by the Kosovo Foundation for Civil Society (KCSF) in partnership with Partners Albania for Change and Development (PA).

BIRN Kosovo, Democracy Plus, Publish New Report on Kosovo Tax Office

The 2019 monitoring report on the Kosovo Tax Administration, TAK, from BIRN Kosovo and Democracy Plus concludes that most of the recommendations from the previous year’s report were fulfilled but also identifies numerous other management and disciplinary problems within the institution.

Political employments, the involvement of TAK officials in political activities, weak disciplinary sanctions, and TAK officials’ links to accountants are among the key findings of this year’s monitoring report, which was discussed a few days ago at a roundtable with TAK officials, and released in full online on Monday.

Monitors also discovered that, in September, 30 officials within the institution were holding positions in political parties while also working for TAK.

As part of the monitoring process, researchers met with over 19 accountants and discovered numerous instances of improper links between TAK officials and accountants. The report also outlines unclarities in the process of TAK’s restructuring and administration reform.

Kosovo citizens assisted the monitoring, reporting irregularities through the KALLXO.com platform. According to the report, they submitted 68 reports related to tax evasion, the informal economy and political and nepotistic appointments between January and December 2019.

Over the same period, 53 legal letters were sent to TAK, passing on information about tax evasion, the informal economy, and illegal betting stores, as well as requesting access to documents related to employment, and information on political activities involving senior TAK officials.

As a result of these legal letters, inspections were carried out on 107 different businesses throughout the territory of the Republic of Kosovo, after which over 50,000 euros of fines were imposed.

BIRN Kosovo and Democracy Plus will continue to monitor TAK’s work throughout 2020.

BIRN Kosovo Holds Discussion on Public Debt

BIRN Kosovo held a round-table discussion on December 19 about public debt and capital investments in Kosovo.

The discussion was organised as part of an EU-funded project entitled ‘CSOs as equal partners in the monitoring of public finance’ in which BIRN Kosovo is among ten partners from across the Balkans.

Panellists at the discussion were Hekuran Murati, a member of parliament from Vetevendosje, Ahmet Ismaili, director of the Ministry of Finance Treasury, and Sokol Havolli, deputy governor of the Central Bank of Kosovo. It was moderated by kallxo.com’s managing editor, Visar Prebreza.

The panellists discussed the current level of public debt in Kosovo and institutions’ capacity to manage loans, as in many cases publicly-financed projects have been delayed due to financial mismanagement. They also discussed which projects most deserve public financing.

The discussion included officials from the Tax Administration of Kosovo, the National Audit Office, the Ministry of Finance, the Ministry of Economic Development and civil society organisations.
