The first edition held on December 2020 gathered a total of 36 participants for the training, including 24 journalists and six students of journalism, 20 of whom were women. Training was led by Stephane M. Grueso, from Maldita.es, and five trainers from Teyit, including Kansu Ekin Tanca, Gülin Çavuş, Öyküm Hüma Keskin and Emre İlkan Saklıca.

As the only media organisation in Kosovo certified by the International Fact-Checking Network (IFCN), BIRN has again teamed up with the IPI, an EU-based global network of editors, media executives and leading journalists, to help improve standards in Kosovo journalism.

The IPI will be bringing two experienced media professionals to administer the training course and share their knowledge and experience with Kosovo journalists, as well as students of journalism and social sciences.

Trainers include Carina van Wyk, head of education and training at Africa Check, Africa’s first independent fact-checking organization, and Eoghan Sweeney, an open-source investigation specialist and trainer who over the past decade has helped to establish and develop digital verification and fact-checking operations at media organisations across the globe.

Based on our joint experience, BIRN and the IPI are convinced that the two-day course will help the next generation of Kosovo journalists to tackle disinformation and fake news, and conduct reporting that meets international fact-checking standards.

Who can apply?

Final-year journalism and social sciences students, recent graduates, and young and professional journalists from Kosovo may apply for the course.

Candidates from all parts of the country are encouraged to apply. However, the number of participants is limited and we will give priority to younger journalists with less experience in the described field.

A minimum of 30 and a maximum of 40 participants will be selected.

How to apply?

All applications should be submitted in Albanian, Serbian, or English before midnight Central European Time on March 21 to [email protected] along with the following documents:

• Applicant’s CV
• Work sample
• Motivation letter

Applicants who do not have any published work can submit their student assignments from practical courses in journalism. The letter of motivation should include information outlining the applicant’s pre-existing level of knowledge on the topic of fake news. It should not exceed 400 words.

Language:

The training will be held in English. However, translation in Albanian and Serbian will be provided.

COVID-19 restrictions:

Due to COVID-19 restrictions, as well as relevant health recommendations, the training will be delivered online through Zoom.

BIRN i IPI otvaraju poziv za prijave za drugi dvodnevni kurs obuke o proveri činjenica i borbi protiv dezinformacija

BIRN i Međunarodni institut za štampu (IPI) su otvorili poziv za prijavljivanje za drugi dvodnevni kurs obuke o proveri činjenica i borbi protiv dezinformacija u okviru projekta koji finansira EU pod nazivom „Učvršćivanje pozicija sadašnjih i budućih novinara na Kosovu“ .

Prvi krug je održan u decembru 2020. godine i okupio je ukupno 36 učesnika koji su bili deo obuke, uključujući 24 novinara i šest studenata novinarstva, od kojih su 20 bile žene. Obuku su vodili Stephane M. Grueso iz Maldita.es i pet trenera iz Teyit , uključujući Kansu Ekin Tanca, Gülin Çavuş, Öyküm Hüma Keskin i Emre İlkan Saklıca.

Kao jedina medijska organizacija na Kosovu koju je sertifikovala Međunarodna mreža za proveru činjenica (IFCN), BIRN se ponovo udružio sa IPI, globalnom mrežom urednika, rukovodilaca medija i vodećih novinara u EU, kako bi se pomoglo u poboljšanju standarda u novinarstvu na Kosovu.

IPI će dovesti dva iskusna medijska stručnjaka da vode kurs obuke i podele svoje znanje i iskustvo sa kosovskim novinarima, kao i studentima novinarstva i društvenih nauka.

Treneri su Carina van Wyk, šefica za obrazovanje i obuku u Africa Check, prva nezavisna organizacija za proveru činjenica u Africi i Eoghan Sweeney, specijalista za istrage otvorenog koda i trener koji je tokom protekle decenije pomogao u uspostavljanju i razvoju operacija digitalne verifikacije i provere činjenica u medijskim organizacijama širom sveta.

Na osnovu našeg zajedničkog iskustva, BIRN i IPI su uvereni da će ovaj dvodnevni kurs obuke pomoći sledećoj generaciji kosovskih novinara da se uhvate u koštac sa dezinformacijama, bore protiv lažnih vesti i izveštavaju na način koji ispunjava međunarodne standarde za proveru činjenica.

Ko se može prijaviti?

Za kurs se mogu prijaviti studenti na poslednjoj godini studija novinarstva i društvenih nauka, nedavno diplomirani studenti i mladi i profesionalni novinari sa Kosova.

Kandidati iz svih delova zemlje se podstiču da se prijave. Međutim, broj učesnika je ograničen i prednost će biti data mlađim novinarima sa manje iskustva u opisanoj oblasti.

Biće izabrano najmanje 30, a najviše 40 učesnika.

Jezik:

Obuka će biti održana na engleskom jeziku. Međutim, biće obezbeđen prevod na albanski i srpski jezik.

BIRN dhe Instituti Ndërkombëtar i Shtypit (IPI) e kanë hapur ftesën për Aplikime për kursin e dytë trajnues dy-ditor mbi kontrollimin e fakteve dhe trajtimin e dezinformatave si pjesë e projektit të financuar nga BE me titull “Solidifikimi i Qëndrueshmërisë së Gazetarëve aktualë dhe të ardhshëm të Kosovës“.

Edicioni i parë i mbajtur në dhjetor të vitit 2020 mblodhi një total prej 36 pjesëmarrësish si pjesë e trajnimit, duke përfshirë 24 gazetarë dhe gjashtë studentë të gazetarisë, 20 prej të cilëve ishin gra. Trajnimet u udhëhoqen nga Stephane M. Grueso nga Maldita.es dhe pesë trajnerë të Teyit përfshirë Kansu Ekin Tanca, Gülin Çavuş, Öyküm Hüma Keskin dhe Emre İlkan Saklıca

Si e vetmja organizatë mediatike në Kosovë e çertifikuar nga Rrjeti Ndërkombëtar i Kontrollit të Fakteve (IFCN), BIRN përsëri është bërë bashkë me IPI, një rrjet global i redaktorëve, drejtuesve të mediave dhe gazetarëve kryesorë me qendër në BE, në mënyrë që të ndihmojë në përmirësimin e standardeve në Gazetarinë kosovare.

The author of the best story will receive 1,000 euros, the author of the second-placed story will receive 800 euros and the author of the story ranked third will receive 500 euros.

The stories can be television reports or print or online publications.

A professional jury composed of editors, journalists and practitioners will evaluate the stories based on a series of criteria, including:

• Relevance of the story, and its impact on societal awareness of the environment;
• Addressing the main challenges related to energy efficiency, environmental protection, climate change and environmental health impacts in Kosovo;
• Credibility and comprehensiveness of the story; references to sources and the quality of the research;
• Quality of visual presentation – photographs and illustrations used in the case of online and newspaper stories/the quality of images and creativity used in the case of TV and Web TV stories.

Eligible stories must have been published through media that are members of the Kosovo Press Council or the Independent Media Commission. Stories published by media outlets that are members of the Kosovo Press Council will be given priority.

Together with their story, applicants are encouraged to submit a brief description of the story and its impact since publication.

The stories must have been published between March 1, 2020 and February 28, 2021.

Applications must be received by 23:59 on March 24, 2021, via the email: [email protected].

All questions about the awards must be sent to the same email address by 23:59 on March 14, 2021.

Applicants can apply by submitting a brief description of the story and the impact after the story was published, attach the link of the story and submit it via e-mail address: [email protected].

This competition is the second and final energy, environment, climate change competition organised within the “Europeanisation of Kosovo’s Environmental Agenda” project.

BIRN Kosovo održava drugi konkurs o energiji, životnoj sredini i klimatskim promenama

BIRN Kosovo, u partnerstvu sa TV Mrežom, ERA Group i Bankwatch-om, raspisuje drugi i poslednji konkurs za tri najbolje novinarske priče na temu energetske efikasnosti, zaštite životne sredine, klimatskih promena i uticaja životne sredine na zdravlje ljudi, u okviru projekta pod nazivom „Evropeizacija kosovske agende za zaštitu životne sredine” koji finansira EU.

Autor/ka priče koja bude nagrađena prvim mestom dobiće 1.000 evra, 800 evra za drugo i 500 evra za treće mesto.

Priče mogu biti televizijski prilozi ili štampane ili onlajn publikacije.

Profesionalni žiri sastavljen od urednika, novinara i drugih medijskih profesionalaca oceniće priče na osnovu sledećih kriterijuma:

• Relevantnost priče i njen uticaj na društvenu svest o životnoj sredini;
• Odgovor na glavne izazove u vezi sa energetskom efikasnošću, zaštitom životne sredine, klimatskim promenama i uticajem životne sredine na zdravlje na Kosovu;
• Kredibilitet i sveobuhvatnost priče, pozivanje na izvore i kvalitet istraživanja;
• Kvalitet vizuelne prezentacije: fotografije i ilustracije koje se koriste u slučaju onlajn i novinskih priča / Kvalitet i kreativnost primenjena u slučaju TV i onlajn TV priloga.

Priče podobne da učestvuju u konkursu moraju da su objavljene putem medija u članstvu Saveta za štampu Kosova ili Nezavisne komisije za medije. Prioritet će biti dat pričama objavljenim u kosovskim medijima u članstvu Saveta za štampu Kosova.

Podnosioci prijava se podstiču da, uz svoje priče, podnesu i kratak opis priče i uticaja koji je ista ostvarila po objavljivanju.

Priče moraju da su objavljene u periodu od 1. marta 2020. do 28. februara 2021.

Prijave se prihvataju do 23.59 časova 24. marta 2021. putem imejl adrese [email protected].

BIRN Kosova shpall garën e dytë për tri storiet më të mira në efiçiencë të energjisë, mjedis dhe ndryshime klimatike

Rrjeti Ballkanik i Gazetarisë Hulumtuese, BIRN Kosova, në partneritet me TV Mreža, ERA Group dhe Bankwatch shpall konkursin e dytë dhe të fundit për tri storiet më të mira gazetareske të botuara në televizion, shtyp dhe online në temat e efiçiencës së energjisë, mbrotjes së mjedisit, ndryshimet klimatike dhe ndikimet e mjedisit në shëndetin e njeriut, brenda projektit “Europeanization of Kosovo’s Environmental Agenda”, të financuar nga Zyra e Bashkimit Europian në Kosovë.

Storia e parë do shpërblehet me 1,000 Euro, storia e dytë me 800 Euro dhe storia e tretë me 500 euro.

Through this activity, BIRN aims to increase the capacities of professional journalists and promote cultural diversity by engaging 20 Albanian journalists or students of journalism in Serbian language courses over a period of six months. This will not only help more media professionals become ready to report on topics in the north of Kosovo as well as other Serb-majority areas, but will also help journalists of different ethnicities to learn each other’s languages, improving the cultural exchange between the two groups and leading to improved cooperation in reporting.

This activity will be implemented in cooperation with our project partner TV Mreza, who will also provide 20 Serbian journalists with opportunities to learn Albanian, so they will have access to resources in the Albanian language.

A significant objective of this project is to promote human rights and inter-ethnic investigative teams, while the project partners are seeking to promote inter-ethnic cooperation and cultural diversity through this activity.

Eligibility requirements:

• You must be a journalist or a student in the last year of studies in the field of journalism. Students will be eligible as long as there are vacant places on the course
• You must be able to attend all of the sessions, which will take place twice a week. The schedule of classes and testing will be decided between the students and the lecturer.

BIRN Kosova lanson kurs falas të gjuhës serbe për gazetarët shqiptarë

Kemi kënaqësinë të shpallim një kurs të ri për shqip – serbisht, si pjesë e projektit të financuar nga BE “Forcimi i qëndrueshmërisë së gazetarëve të tanishëm dhe të ardhshëm të Kosovës”.

Përmes këtij aktiviteti BIRN synon t’i rrisë kapacitetet e gazetarëve profesionistë dhe të promovojë diversitetin kulturor, duke angazhuar njëzet (20) gazetarë shqiptarë ose studentë shqiptarë të gazetarisë në kurset e gjuhës serbe për një periudhë prej gjashtë muajsh. Kjo jo vetëm që do të ndihmojë profesionistët e medias që të jenë më të gatshëm të raportojnë për tema në veri të Kosovës dhe zonat e tjera me shumicë serbe, por gjithashtu do të bëjë të mundur që gazetarë të etnive të ndryshme të mësojnë gjuhën e njëri-tjetrit, duke përmirësuar shkëmbimin kulturor midis dy grupeve dhe duke i hapur rrugë bashkëpunimit më të mirë në raportim.

Ky aktivitet do të zbatohet në bashkëpunim me partnerin tonë të projektit TV Mreza, i cili gjithashtu do t’u sigurojë njëzet (20) gazetarëve serbë mundësinë për të mësuar shqip, ashtu që të kenë qasje në burimet në gjuhën shqipe.

Një objektiv i rëndësishëm i këtij veprimi është promovimi i të drejtave të njeriut dhe ekipeve ndëretnike hulumtuese, dhe partnerët e projektit do të synojnë të promovojnë bashkëpunimin ndëretnik dhe diversitetin kulturor përmes këtij aktiviteti.

Kriteret e kërkuara:

• Duhet të jeni gazetar ose student në vitin e fundit të studimeve në fushën e gazetarisë. Studentët do të pranohen vetëm nëse ka vende të lira në kurs
• Duhet të jeni në gjendje të merrni pjesë në të gjitha orët të cilat do të mbahen dy herë në javë. Orari i orëve dhe testimit do të përcaktohet në dakordim me studentët dhe mësimdhënësin.

BIRN Kosovo započinje besplatan kurs srpskog jezika za albanske novinare

Sa zadovoljstvom vas obaveštavamo o novom kursu albanskog i srpskog jezika, kao deo projekta koji finansira EU pod nazivom „Osnaživanje profesionalnih kapaciteta sadašnjih i budućih novinarki i novinara na Kosovu.”

BIRN ovom aktivnošću namerava da podigne kapacitete profesionalnih novinarki i novinara i da promoviše kulturnu raznolikost, angažovanjem dvadeset (20) albanskih novinara ili studenata žurnalizma, koji će pohađati kurs srpskog jezika, u trajanju od šest meseci. Ovaj kurs ne samo da će pomoći medijskim radnicima da budu spremniji da izveštavaju o temama u vezi sa severnim delom Kosova i drugim područjima sa većinski srpskim stanovništvom, već će omogućiti novinarima iz različitih etničkih zajednica da nauče jezike jedni drugih, da poboljšaju kulturnu razmenu između dve grupe i prokrče put za bolju saradnju u izveštavanju.

Ova aktivnost biće realizovana u saradnji sa našim projektnim partnerom, TV Mrežom, koja će angažovati dvadeset (20) srpskih novinara i pružiti im mogućnost da uče albanski jezik, kako bi im time omogućila da imaju pristup izvorima informacija na albanskom jeziku.

The documentary will serve to raise public awareness and inform citizens of the damage being done to the environment in Kosovo.

The main objective of this tender call is to contract a professional production company in Kosovo to produce an up-to-60-minute follow-up to “Kingdom of Coal”, the BIRN documentary that won Best Green Doc award at Dokufest, Prizren, back in 2011.

This documentary will draw on information acquired from citizens most affected by environmental degradation, as well as local communities, civil society organisations, environmental activists, public officials, relevant ministries and other relevant public institutions, energy and environmental experts, health experts, journalists, professors of environmental engineering, energy efficiency and climate change, international health and environment organisations, as well as EU experts and other international donors that have contributed to the protection of environment in Kosovo and to raising awareness on the importance of healthy and sustainable environment.

This activity will be implemented in 2021.

BIRN Kosova, në kuadër të projektit të financuar nga Bashkimi Evropian “Europeanization of Kosovo’s Environmental Agenda”, rishpall tender për prodhimin e një dokumentari deri në 60 minuta për zhvillimin e qëndrueshëm në Kosovë.

Ky dokumentar ka për qëllim të rrisë vetëdijen dhe t’i informojë qytetarët rreth dëmit që po i bëhet ambientit në Kosovë.

Objektivi kryesor i këtij tenderi është të kontraktohet një kompani profesionale në Kosovë për prodhimin e dokumentarit deri në 60 minuta. Ky dokumentar do të jetë pasues i dokumentarit të BIRN-it “Mbretëria e Qymyrit” që ka fituar çmimin “Best Green Documentary” në festivalin DokuFest në Prizren, në vitin 2011.

Ky dokumentar do të shfrytëzojë informacione të nxjerra nga qytetarët e ndikuar nga degradimi i ambientit, komunitetet lokale, organizatat e shoqërisë civile, aktivistë të ambientit, zyrtarë publikë, ministri dhe institucione të tjera relevante, profesorë të inxhinierisë së ambientit, efiçiencës së energjisë dhe ndryshimeve klimatike, organizata ndërkombëtare të shëndetit dhe ambientit si dhe ekspertë nga Bashkimi Evropian dhe donatorë ndërkombëtarë që kanë kontribuar në mbrojtjen e mjedisit në Kosovë.

BIRN Kosovo ponovo objavljuje tender za proizvodnju dokumentarnog filma o održivom razvoju na Kosovu

BIRN Kosovo, u okviru projekta „Evropeizacija kosovske agende za zaštitu životne sredine“, koji finansira EU, ponovo objavljuje tenderski poziv za podnošenje predloga za proizvodnju dokumentarnog filma u trajanju od najviše 60 minuta na temu održivog razvoja na Kosovu.

Dokumentarac će poslužiti za podizanje svesti javnosti i informisanje građana o šteti kojoj je izložena životna sredina na Kosovu.

Glavni cilj ovog tenderskog poziva je da se angažuje profesionalna produkcijska kompanija na Kosovu koja će proizvesti dokumentarni film u trajanju do 60 minuta. Dokumentarni film mora biti nastavak dokumentarnog filma BIRN-a „Kraljevstvo uglja”, koji je osvojio nagradu za najbolji zeleni dokumentarac na Dokufestu u Prizrenu 2011. godine.

Ovaj dokumentarni film zasnivaće se na informacijama dobijenim od građana pogođenih degradiranjem životne sredine, lokalnih zajednica, organizacija civilnog društva, ekoloških aktivista, javnih zvaničnika, relevantnih ministarstava i drugih relevantnih javnih institucija, stručnjaka za energetiku i životnu sredinu, zdravstvenih stručnjaka, novinara, profesora inženjerstva zaštite životne sredine, energetske efikasnosti i klimatskih promena, međunarodnih zdravstvenih i ekoloških organizacija, kao i stručnjaka EU i drugih međunarodnih donatora koji su doprineli zaštiti životne sredine na Kosovu, sa namerom da podigne svest šire javnosti o značaju zdrave i održive životne sredine.

Ova aktivnost biće realizovana 2021. godine.

On December 24, BIRN Kosovo held a town hall conference in Viti/Vitina on the role of the National Audit Office, NAO, and citizens in overseeing municipal revenues and expenses, the fifth organised within the framework of the Promoting the Auditor General/NAO’s role in Kosovo project.

Supported by the Netherlands’ embassy in Kosovo, these town hall conferences are intended to examine the difficulties municipalities face in collecting revenue and executing their budgets. They also present the findings of the Auditor General, with an emphasis on those relating to public finances.

Present at the conference on Thursday were the Mayor of Viti/Vitina, Sokol Haliti, the head of the Audit Department for Municipalities at the NAO, Astrit Bllaca, and Visar Prebreza, Managing Editor at BIRN’s KALLXO.com.

Due to COVID-19 restrictions, the debate was attended by a limited number of participants from the municipality, as well as representatives of civil society and members of the municipal assembly. The conference was streamed live on BIRN’s anti-corruption platform KALLXO.com.

Prebreza presented the Auditor’s findings from the 2019 report on the municipality, stating that the municipality should be focused on reducing its debts.

“The Municipality of Viti is one of the municipalities that has received the fewest number of recommendations in its 2019 report,” Prebreza said. “However, the municipality’s debts have increased slightly, and this is a concern, especially as debts in most municipalities are decreasing.”

Mayor Haliti promised that the municipality would act soon on all the NAO recommendations. “We will become the first municipality to implement all of the given recommendations from the NAO,” he declared.

Mustafa was awarded for his TV reportage, “Smuggling Children to Italy,” which was broadcast as part of BIRN’s Justice in Kosovo television programme.

The story shed light on minors aged 16 to 18 being smuggled from Kosovo to Italy, with the investigation following the whole journey.

The footage revealed how the young people were in constant danger throughout the route, including when crossing borders with false identity documents alongside unknown companions.

Meanwhile, freelance journalist Sinanaj was also awarded for his feature story for Prishtina Insight, which looked into the lives of families caring for children with disabilities. The article was also published on BIRN’s KALLXO.com.

KOMF awarded a total of seven prizes to journalists for their work in the field of child protection. Other winners included Ardita Rashiti, a journalist at T7, Donika Gashi and Rina Mujku, from Klan Kosova, Drite Slivova-Polisi, of KTV, and Kaltrina Rexhepi-Dragusha, of RTK.

The prizes were awarded as part of the “Strengthening Social Services for Vulnerable Children and Families” project, which is funded by the Swiss embassy in Kosovo and implemented by KOMF. The awards were also supported by Joint Action for Decentralization, a project funded by the European Union and implemented by KOMF in partnership with SOS, OFAP, and KMPF.

Vacancy announcements opened and conducted by the Assembly of Kosovo have been associated with many problems. Most of the processes were held without the assistance of BDO, the UK company. These processes were not transparent, as MPs have applied an evaluation which leaves no trace on which MP gave what score to a candidate.

Such a non-transparent and secret evaluation diminishes the relevance of interviews, as scoring is based on political affiliation rather than merits or performance in the interviews. Such an evaluation was found in the selection of boards of KOSTT, Ombudsperson, RTK. A similar evaluation was applied by CEC, in the recruitment of the Secretariat CEO.

In this report, BIRN also noted the change of three governments within the year 2020 and dismissal of boards of publicly owned enterprises by each government that came to power. Also, the report provides details of the last Government vacancies for boards of several publicly owned enterprises. These processes are still ongoing, and it is expected that interviews of candidates who met the minimum criteria will start soon.

Following BIRN’s recommendation, for the first time ever the Office of the Prime Minister of Kosovo required the evaluation committees to check into the political background of each candidate, requesting data from the Central Election Commission and the State Treasury. After receiving these information, 20 candidates were removed from the race for boards of publicly owned enterprises.

In the end, the report provides a legal analysis of temporary employment of experts, through Procurement Law. Given that procurement is problematic and with many violations, there is a risk that this legal opportunity to employ persons with contracts of up to 36 months will be misused to employ persons associated with politics.

This is the third report published within the project “Supporting Civil Society to Increase Public Oversight and Accountability of Kosovo Public Institutions”, funded by Foreign and Commonwealth Office, through UK Embassy in Pristina.

The winning stories were selected by a jury comprised of Kreshnik Gashi, Mexhide Demolli, Dafina Halili, Leart Hoxha and Mustafa Skenderi from a total of nine entries, all of which were broadcast on TV or published online between October 1, 2019 to September 30, 2020.

First prize was awarded to journalist Besnik Boletini for his investigative article entitled “Ineffective Millions”, which analysed investments in agriculture through grants and subsidies.

Over 238 million euros have been invested in agriculture using these methods, with experts arguing that the investment has produced few tangible results. Levels of imports and exports were examined as part of the investigation, which highlighted the ineffectiveness of the huge public investment into the agriculture sector.

Arta Berisha was awarded second prize for her investigation entitled “Advertising the Government’s Work Online”, which shed light on dozens of contracts, signed by ministries with news websites and other sites, which did not respect tendering procedures, the Law on Public Procurement and professional ethics.

Third place went to Merita Berisha-Prebreza for her investigation entitled “Temporary Contracts that Deny Workers Rights”. The article examined salaries paid to over 2,000 people employed every year by public institutions through so-called Special Service Agreements, often without competition and in violation of the law.

The investigation revealed that public money is often spent on providing financial support for people connected to political parties, as well as party activists.

Promoting the Auditor General/NAO’s Role in Kosovo is supported by the Embassy of the Kingdom of the Netherlands and Ministry of Foreign Affairs of the Netherlands and is being implemented by BIRN Kosovo.

Juria profesionale i ka bërë publike (18 dhjetor)vlerësimet për gazetarët në kuadër të thirrjes për tri hulumtimet më të mira në fushën e shpenzimeve publike.

Çmimet janë ndarë në kuadër të projektit ‘Promovimi i rolit të Auditorit të Përgjithshëm / ZKA në Kosovë’, i mbështetur nga Ambasada e Mbretërisë së Holandës/Ministria e Punëve të Jashtme e Holandës dhe i implmentuar nga BIRN Kosova.

Për këto çmime, në garë kanë qenë 9 storie të publikuara në televizione dhe media online nga data 1 tetor 2019 deri më 30 shtator 2020.

Juria në përbërje Kreshnik Gashi, Mexhide Demolli, Leart Hoxha, Dafina Halili dhe Mustafa Skenderi kanë vlerësuar çmimin e parë  hulumtimin e gazetarit, Besnik Boletini. Çmimi i dytë është ndarë për hulumtimin e gazetares Arta Berisha, ndërsa çmimi i tretë është ndarë për gazetaren Merita Berisha-Prebreza.

Çmimi për gazetarin Besnik Boletini është ndarë për hulumtimin “Milionat e paefektshme”. Ky hulumtim shqyrton investimet e bëra në fushën e bujqësisë përmes granteve dhe subvencioneve. Mbi 238 milionë euro janë investuar në bujqësi në këtë mënyrë, me ekspertë që argumentojnë se paratë kanë treguar pak rezultate. Dodeljene nagrade za najbolje novinarske priče iz oblasti javnih troškova

Stručni žiri BIRN Kosova objavio je svoje ocene (18. decembra) za novinarke i novinare, u okviru poziva za tri najbolja istraživanja iz oblasti javnih troškova.

Nagrade su dodeljene u okviru projekta „Promovisanje uloge generalnog revizora/ NKR na Kosovu,“ čiju je realizaciju podržala ambasada Kraljevine Holandije/Ministarstvo spoljnih poslova Holandije, a koji realizuje BIRN Kosovo.

Za ove nagrade, u konkurenciji je bilo devet istraživačkih priča objavljenih na televiziji i onlajn medijima od 1. oktobra 2019. do 30. septembra 2020. godine.

Žiri u sastavu Krešnik Gaši, Medžide Demoli, Ljeart Hodža, Dafina Haljilji i Mustafa Skenderi dodelio je prvu nagradu istraživanju novinara, Besnika Boljetinija. Druga nagrada dodeljena je istraživanju novinarke Arte Beriša, dok je treća nagrada dodeljena novinarki Meriti Beriša-Prebreza.

Novinar Besnik Boljetini osvojio je prvu nagradu za istraživanje „Nedelotvorni milioni.” Ova priča istražuje investicije u poljoprivredi, putem grantova i subvencija. Više od 238 miliona evra uloženo je u poljoprivredu ovim putem, a stručnjaci tvrde da je sav taj novac dao malo rezultata. Novinarki Meriti Beriša-Prebreza dodeljena je nagrada za istraživanje „Kratkoročni ugovori koji uskraćuju radnička prava“. Ovo istraživanje ispituje zarade isplaćene broju od preko 2,000 ljudi zaposlenih svake godine u javnim institucijama, ugovorima o posebnim uslugama, često mimo konkurencije i u suprotnosti sa zakonom. Istraživanje otkriva da se novac iz javne kase često troši da bi se obezbedila finansijska podrška ljudima povezanim sa političkim strankama, kao i stranačkim militantima. This report addresses the findings ascertained through direct monitoring of the Tax Administration of Kosovo (TAK) in 2020, outlining problems within this institution regarding recruitment procedures as well as irregularities identified in previous hiring processes. It also provides recommendations on how to address the identified shortcomings.

Over the last three years, TAK has conducted two recruitment processes through which 50 tax inspectors have been hired. However, many irregularities have been found in both of these processes.

The first process, conducted in 2017, was assessed as discriminatory by the Basic Court in Pristina. Meanwhile, at BIRN’s request, the National Audit Office assessed another competition held in 2019, finding violations of rules of procedure and legal requirements. The NAO highlighted KALLXO.com’s previous reporting, which revealed that almost half of the staff hired were affiliated with political parties.

The report also outlines two cases in which senior TAK officials did not declare assets to the Anti-Corruption Agency, as required by law. The undeclared assets were discovered following a BIRN investigation and formal investigations are on the way now. It is also stated, based on direct reports, that four tax officials have been sanctioned due to violations of rules of procedure.

Data from the report also reveal that in the last three years, TAK has not initiated any disciplinary proceedings as a result of reporting by citizens. The report contrasts this with the number of citizens’ reports and the amounts of fines imposed as a result of citizens’ reporting through KALLXO.com. Data show that the sum of fines imposed, following operations being undertaken in 300 different businesses throughout Kosovo as a result of citizens’ complaints, is over 200,000 euros.

The report recommends the establishment of a new reporting line at TAK, an increase in disciplinary sanctions against officials that have violated their duties or code of ethics, disciplinary measures against officials who have conducted recent recruitment processes at TAK, complete fiscalisation of businesses and drafting of a regulation, or manual, on the use of social networks by its officials.

Supported by the Netherlands embassy in Pristina, the training courses are intended to improve the performance of the Auditor General and NAO staff while writing, reporting and providing information on public spending.

The training session was attended by the Head of Communication and Professional Development Saranda Husajm and communications officer Shqipe Hetemi from the NAO. The course was divided into two sessions, the first held by Kreshnik Gashi, managing editor at KALLXO.com, and the second by Granit Mavriqi, media editor at KALLXO.com.

Gashi explained the fundamental elements of writing an article, news items and a social media status and how to present them on social networks. Mavriqi provided information on social media use and security.
