Position – Programme Manager

The selected candidate will be responsible for the smooth, uninterrupted and efficient work of the assigned programme of BIRN Hub, the development of project ideas and implementation of projects within the programme.

Major duties and responsibilities

  • Planning, coordinating and implementing BIRN project(s) activities and ensuring these activities are delivered on time within the agreed budget and to the highest standards;
  • Ensuring projects are legally and financially compliant and in line with BIRN’s editorial standards and best practices;
  • Initiating and setting goals for programmes in coordination with other team members according to the strategic objectives of the organisation;
  • Overseeing and guiding the planning of projects from start to completion, involving deadlines, milestones and processes, or carrying out duties in the absence of the responsible project manager;
  • Developing activity plans and aligning activities within the requirements of different projects;
  • Supervising the work of editors on the programme and project managers and/or coordinators involved in providing feedback and resolving complex problems;
  • Ensuring communication and coordination between projects and editorial staff, to ensure the production of all set outputs;
  • Regular communication with the managing editor of Balkan Insight and with the entire editorial staff;
  • Developing new ideas and topics as part of the IRI programme;
  • Applying change, risk and resource management principles when needed;
  • Reading reports prepared by project managers to determine progress and issues, and reporting to Head of Programmes on achievements, risks and problems;
  • Producing narrative and financial reports for donor(s) and internal audiences, using agreed templates as required;
  • Working on and developing monitoring and evaluation tools and developing principles to best monitor the impact of implemented projects;
  • Overseeing and guiding the visibility of all relevant and significant activities through communication and share of ideas within the programme and other relevant departments;
  • Identifying and monitoring project(s) risks and challenges, avoiding or mitigating these where possible and communicating concerns to the project(s) team;
  • In cooperation with the Operations Department, ensuring that project operations and activities adhere to legal guidelines and internal policies;
  • Assisting in the development of budgets for individual projects.

Other duties and responsibilities

  • Providing regular weekly, bi-weekly or monthly reports on performance in the period being reported, and plans for the upcoming period;
  • Maintaining appropriate contacts with personnel of BIRN Regional Network, as well as all BIRN country offices and/or personnel, necessary to ensure the correct execution of the above duties;
  • Working closely with other departments, such as project and editorial, to ensure alignment and integration of strategies with overall organisational goals;
  • Carrying out any other duties that may reasonably or exceptionally be required to ensure the smooth operation of BIRN’s work, such as substituting for absent colleagues, etc.;
  • Performing other duties as assigned.

Key requirements:

  • Relevant university degree, or a minimum of 5 years of relevant experience instead of a degree.
  • Extensive project management knowledge.
  • Ability to travel all over the Southeast and Central Europe and interact with colleagues from different countries and backgrounds.
  • Experience in organisation of events (trainings, conferences, missions).
  • Skilled and experienced in communication with donors, partners and other counterparts.
  • Excellent written and oral skills in English and at least one of the regional languages.
  • Well organised, able to prioritise, goal-oriented, multi-tasker.
  • Strong understanding of project and programme-based financial planning.
  • Creative thinker with the ability to generate innovative ideas and solutions.
  • Ability to work with cross-border teams consisting of different nationalities and different profiles.
